Hi T,
This place is to mark the location of the tunnel network, rather than one portal, so the marker is roughly in the centre of the network. The idea was to let people see a map showing where all the networks are in Hong Kong.
As you mentioned, the portal at the bottom of the staircase down from Pok Fu Lam road is almost completely hidden now - well spotted! It is portal 30, and the only remaining sign of this network. The other two portals were removed when the hillside was cut away to build St. Peter's School.
