The tall building on the left
The tall building on the left of the white Marine Department building is also seen in this 1969 photo:
I think the tall building stood where the Li Po Chambers stands today.
This seems to be a commercially-produced image sold to tourists
The reason I say so is that I have a mounted 35mm slide of the *exact* same image. The placement of every boat and vehicle is identical, as is the framing with the exception that mine is zoomed in a bit and has significantly more vibrant color and crisper detail.
