According to the 2017 report cited below, the masonry boundary wall was built circa 1908 to enclose the Lai Chi Kok quarantine station (now the site of the Jao Tsung-I Academy). Remnants of the wall can still be found near the former Customs Sub-station/Guard house:
"The [Jao Tsung-I] Academy, with High, Middle and Low zones, was once surrounded by a whole granite stone wall. The stone walls one can find in the main and back entrance are those remained [sic]." <Read more ...>

Location is described as being on the hillside above the Middle Zone of the Jao Tsung-I Academy. It is shown the 'Century Heritage Trail' leaflet in the first link below.
Used as a Customs Sub-station for only a short period, from September 1895 until April 1899. Subsequently used as a guard house for the Quarantine Station (ca 1910-12), and possibly also for Lai Chi Kok Prison (ca 1921-1937).
