Noticed some of the senior / adult members were walking directly on the ground.

Looks like the members are at fall-in attention facing their group flag and waiting for leader's inspection.

Middle group seems to be Sea Scouts as they have bright white uniform with dark socks, and their oars can be seen laying behind.

Location unknown, but a flat grassland with no trees and a concrete staircase seen going up the slope of the hill, probably a dedicated campsite.
