Most likely a couple of Dutch people enjoying a day of leisure at Picnic Day as: (1) the photo comes from the collection of my grandfather Pieter Marks from the Netherlands India Commercial Bank (Nederlandsch-Indische Handelsbank); and (2) August 31st (the day the picture as taken) was the Dutch Queen Wilhelmina's birthday, so a vacation day for the Dutch probably.
