I think the photo is to show typhoon damage to the piers in the foreground.

The seafront is the Kennedy Town Praya, where the tram line runs. I think the road junction slightly to left if centre is the junction with Holland Street. At the left edge of the photo it looks as if the road bends slightly to the left, which happens just past the junction with Sai Cheung Street.
