Looks a Japan Air Lines DC-6B landing.

The truck was heading SW towards Boundary St and the plane was taking off from the northern end of the runway. But then it could be a very tight landing (was this direction permitted?). I saw those large pipes left on the ground by the fence for a few weeks so this photo was taken in 1958 or about.
