I am not sure but it appears to me to be the entrance to a Chinese restaurant.

Aha, thanks. Now I know what I'm looking at, I can see the black metal trays from the oven in the glass cabinet.

Yes.  It is definitely a chinese restaurant as I recognise the 'glass box' behind the escalator where names of families who booked various roms for banquets were displayed.
