Updated the completion date from 1908 (as shown of pg 29 of the book "City of Victoria") to 1909, based on this note in the PWD annual report for 1909:

37. Principal Works by Private Firms. [...] Messrs. Jardine, Matheson & Co.’s new premises in Pedder Street were completed in September.
