Nice Photograph Miranda. Albert Collett was Chief Detective Inspector from 13 May 1911 until he retired on 23 May 1914. The photo seems to be after the annual medal presentation, which would have taken place in the compound at Central Police Station, Hollywood Road. I'll ask a medal expert if he can name the medal and the others in the shot. 

His wife, Louisa, is buried in Happy Valley. She died in 1902. From Patricia Lim's list on this site :-

Mention is made of Collett's retirement in the China Mail dated 23 May 1914 as noted here

There is another photograph of Albert Collett attached to this article in the HKP newspaper from a few years ago. The article is about the Gresson Street incident which was a few years after he left the Force, but a number of his colleagues were involved.

It's the 100th anniversay of the Gresson Street incident on 22 Janaury 2018 and SCMP Magazine will have a major article about it, should be on 21 Jan 2018, which will be available online.

Currently cannot locate any material on which year he recieved medals. At least one of them should be one of the classes of Hong Kong Police Merit Medal, the other a Coronation Medal (1902)? You can see similar medals here which were presented to William Murison who took over Albert Collett's post as CDI in May 1914.
