This is a paraphrase of a document held at the National Archives in Kew, UK.
Early stages of plans from 1958 by the Admiralty, in conjunction with the HK Government, to reduce the size of the HK Naval Dockyard to a Small Ships Maintenance Base. Given the code Hemlock, it became Fennel and then Sandy Fennel, differing only in small details the result of consultation between the two parties.
Reduction of the Dockyard area was required by the HK Government to allow construction of a new road, and it suited the Admiralty, who were facing a force reduction. <Read more ...>

The original route from Tsuen Wan to Sek Kong is shown in red. It was 23 miles long, running along the coast to Tuen Mun, up and around to Yuen Long, then across to Sek Kong.
