Commander Charles Beckwith, 77Mount Kellet Road, was the Deputy Harbour Master, Commander of the Water Police (nowadays marine police) and later Hong Kong's first Director of Air Services.  He was a serving naval officer, so this was most likely an RN quarter.

I think by 1919 Charles Beckwith (whose substantive RN rank was Lieutenant (N)) was probably on the reserve list. He hadn't served with the RN since 1910 when he joined the HK Government service for good, so my guess is that this would have been a government quarter. No way the RN was going to pay for a quarter for a chap on secondment, leave alone one who'd jumped ship.
