Chief Clerk

Can anyone advise what the positions of Chief Clerk and Secretary of the Sanitary Board in the Government meant around 1915? are there 'equivalent' posts in current government?

Also,  is there any way to identify addresses for people around that time?  I've looked in the Jurors lists but can't find the family I'm looking for - JAE Bullock and his children.

In April 1972, Gordon Andreassend was sitting in his office in Murray Building when Hal Empson, the Cartographer strode in. “We’ve got a problem with the process camera” he said.

“Everything’s arrived, hasn’t it, what’s the problem?” was Gordon’s reply. 

It appeared there seemed no way to get the solid metal base of the camera, weighing about one ton, and 20 foot in length, into its allocated space on top of the building. It was too big for any lift, and too heavy to manhandle up the stairs to the 25th floor.

For a story I'm writing (as an amateur), I'd like to know if a British citizen traveling to Hong Kong before 1997 could have his passport renewed there then ? (Without being a resident there, just passing by.)

Chinese escaping to mainland China in 1942

My mother, 6 month old sister and grandmother moved to Mongkok in 1939 from Toishan. They fled back to their village in Jan 1942 shortly after the British surrender of the Battle of Hong Kong. Does anyone have any knowledge of what it would have been like, first hand or otherwise, to undertake this escape?
